Trim excess skin/fat; reserve.
Salt-rub chicken; rinse; coat with white pepper.
Poach: cover with water by 1 inch; boil; skim foam.
Simmer with green onion, garlic, ginger, Shaoxing wine, salt (~30 min) until cooked.
Ice bath; rub with sesame oil; wrap and rest.
Render reserved skin; crisp.
Sauté ginger, shallot, garlic; toast washed rice.
Cook rice with 3 cups poaching broth.
Mix sauce; thin with water.
Break down chicken; serve with rice + sauce + garnishes.
