made this and the sauce was crazy good.

Marinate the chicken: In a bowl, combine lemongrass, shallot, garlic, ginger, black pepper, soy sauce, fish sauce, honey, and hoisin sauce. Coat your chicken thighs and let them marinate for at least 30 minutes, up to overnight.
Make the dipping sauce: Mix garlic, chili, sugar, water, lime juice, and fish sauce in a small bowl until sugar dissolves. Set aside.
Cook the chicken: Heat a pan over medium-high heat. Sear the chicken on both sides until cooked through, being careful not to burn the marinade.
Serve: Plate the chicken over rice and serve with the nuoc cham dipping sauce on the side.
