Toast your rice in a dry pan over medium high heat, stirring constantly until the grains are deep golden brown. Transfer to a mortar and pestle and grind into a coarse powder. Set aside.
Mix your fish sauce, lime juice, water, garlic, lemongrass, and chili flakes together in a bowl. Stir in your toasted rice powder and set aside.
Season your salmon with salt and pepper. Heat oil in a pan over medium-high heat and sear your salmon for 2 minutes per side until cooked to medium. Let it rest.
Add your salmon, cilantro, green onion, mint, shallots, and cherry tomatoes to a bow, then toss with the dressing.
Arrange your torn salmon in a bowl or plate. Top with the dressed herbs and drizzle remaining dressing over everything.
